He obtained a degree in Mechanical Engineering and Electrical Engineering at the Technological University of Pereira (UTP). He is a specialist in networks and telematic services at the University of the Cauca and obtained an MA in Electrical Power at the University of Chile.

He is the founder and president of the Network of Public Universities from the Coffee Growing Region; at the same time, he is a member of the National Council for Science and Technology, as a representative of the public university in Colciencias. He has vast experience in university networks, gained through his leadership at the Alma Mater Network and with the view of a Public University.

His job experience features highlights like the post of General Manager at the Pereira Public Companies and Regional Manager at Telecom. He is currently the vice-chancellor of the Technological University of Pereira (UTP), since 2000.
